Movie promotion today often involves stars tempering expectations on talk shows, and Priyanka Chopra, echoing her Bollywood days of advising audiences to “check their brains at the door,” has carried this approach to Hollywood. For her latest action-comedy, Heads of State, she’s pitching a breezy, no-frills Friday night escape. Yet, even with such a low bar, the film doesn’t quite deliver.
Directed by Ilya Naishuller of Hardcore Henry and Nobody fame, Heads of State is quintessential Prime Video fluff—watchable but fleeting, leaving little impression. Like Naishuller’s prior films, which leaned on a first-person gimmick or a John Wick-style everyman, this one sparkles more as a concept than in execution. John Cena plays a former movie star now serving as U.S. President, Idris Elba is a no-nonsense British Prime Minister, and Chopra channels her Citadel persona as a steely MI6 operative.
Written by the team behind the original, scrapped concept for the costly Citadel—later overhauled by the Russo brothers—Heads of State carries the baggage of its messy origins. Prime Video’s new leadership quickly killed that franchise, despite its two spin-offs. Here, Chopra reprises her Citadel tough-agent vibe, joining the story halfway to escort the stranded world leaders after their plane crashes in Belarus. The PM’s insistence on keeping their survival secret feels like a flimsy plot device to propel the narrative forward.
The odd-couple dynamic—a showy ex-actor President and a strait-laced PM—sees them squabbling through the Baltic wilds en route to a NATO summit in Italy. Cena maximizes his comedic charm, while Elba grounds the pairing with surprising depth. Without their commitment, the film could’ve been unbearable. As it is, Heads of State is a passable but forgettable romp that squanders its promising setup.
